Plot summary

The film follows a non-linear narrative, going back and forth from the present, where Sardar Udham Singh is in London, to his past when he was part of the Hindustan Socialist Republican Association (HSRA) and explores his reasons for assassinating O'Dwyer.

Udham (known as Sher Singh) is released from prison at Punjab in British India. He is constantly being watched by the colonial authorities. He leaves India and goes to USSR during what appears to be winter. From there he makes his way to London by ship.

In flashbacks, it is shown that Udham was a witness to the Jallianwala Bagh massacre on April 13, 1919, when British troops under Brigadier General Reginald Dyer opened fire on a peaceful gathering of unarmed civilians, killing hundreds of them. Udham was injured by a bullet but survived. He swore vengeance on Dyer and O'Dwyer, who had endorsed Dyer's actions.

Udham joined the HSRA, a revolutionary group led by Bhagat Singh and Chandrashekhar Azad. He participated in various anti-colonial activities, such as bombing government buildings, robbing banks and assassinating British officials. He also befriended Noor Jehan (Juhi Chawla), a courtesan who sheltered him from the police.
